This notice serves to inform the American public and the international community of a grave and ongoing crisis involving the violation of fundamental civil rights through the misuse of intelligence-grade surveillance and communication technologies.

I am currently the target of a persistent and systematic campaign of psychological torture and harassment. The individuals responsible for orchestrating these attacks include former Afghan officials Hamid Karzai, Ashraf Ghani, Idrees Zaman, and Shabana Dawran (a bitch) ,along with their professional networks.

Nature of the Violations

The abuse I am enduring includes, but is not limited to:

 Weaponized Technology: The malicious deployment of high-level surveillance and communication systems to infringe upon my privacy and autonomy. The unauthorized and malicious use of advanced, intelligence-grade surveillance and communication technology connected to U.S. intelligence apparatuses. And somehow former mentioned Afghan officials have access to it and misuse it.

 Psychological Warfare: The continuous, non-consensual transmission of content designed to degrade mental health and cognitive function.

 Coercion and Harassment: The use of derogatory language and threats to force engagement in illegal activities against my will.

 Sexual Exploitation: Through psychological harassment and mental abuse, the perpetrators have created unethical entertainment, including non-consensual sexual content, as evidenced by my recorded video and audio files.

The Failure of Oversight

Despite my repeated efforts to report these crimes through established federal channels, my complaints have been systematically ignored, suppressed, or falsely categorized as “medical issues” to discredit my testimony and shield the perpetrators. This obstruction suggests a dangerous failure of institutional oversight and potential interference by those embedded within the very systems designed to protect our rights.

A Call for Immediate Action

The integrity of our democratic institutions depends on the protection of our civil liberties. I am publicly demanding:

1. An Immediate Independent Inquiry: An investigation conducted by a body entirely separate from those I have previously reported to, ensuring a bypass of current internal subversion.

2. Forensic Technical Audit: A neutral, professional, and thorough forensic examination of the technology being weaponized against me and the networks facilitating this abuse.

3. Accountability: A transparent process to hold those responsible—Hamid Karzai, Ashraf Ghani, Idrees Zaman, and Shabana Dawran—fully accountable for these crimes.

4. Protection: Immediate intervention to secure my safety and restore my fundamental civil rights.

1. What I have fallen victim to is a complex, long-term campaign of continuous surveillance and psychological torture. It is controlled remotely using advanced intelligence and technological systems linked to the intelligence structures of the United States of America.

The operation of this advanced and unknown technological system functions in such a way that—without the need for any mobile phone, accessory, or physical intermediary, and relying solely on modern neural and vibrational surveillance technologies—it transmits audio and video content directly into a person’s mind and perceptual system. This technology is capable of two-way, wireless communication with the human mind via sound and imagery, reconstructing artificial thoughts, sounds, and images within an individual’s mental space. It is a destructive tool designed to create a toxic psychological atmosphere, erode willpower, and force a person to endure various forms of mental torture, which I am currently suffering from.

Based on documents and communications that I have personally experienced and received, the primary directors of this system—who carry it out in collusion with US intelligence agencies—are clear. Former Afghan officials, including Hamid Karzai, Ashraf Ghani, and their associates, are managing this dirty game using their intelligence and professional networks.

The perpetrators of this project use advanced technologies for mental manipulation, creating a thoroughly toxic environment, and exerting severe psychological pressure.

The ultimate goal of these destructive systems is to target an individual’s mindset through mental attrition and artificial scenarios, driving them to a point of submission to their illegitimate and unethical demands. These methods are a dirty tool to bypass all human and legal principles.

The functionality of this advanced technology is not limited merely to harassing individuals; it is also a powerful tool for reading, controlling, and manipulating the thoughts of key political figures in Afghanistan, including Taliban leaders and prominent figures of the opposition front. Through direct mental communication and hidden intelligence networks, the designers of this system have provided a platform allowing individuals like Ashraf Ghani and Hamid Karzai to remain in continuous contact with the Taliban leadership and core body beyond traditional diplomatic channels, thereby managing behind-the-scenes political dynamics.

The shocking part of this dark scenario is that after creating this toxic mental and psychological environment, the systems behind the scenes attempt to force me into unwanted and unethical acts with a selection of abhorrent, repulsive, and prostitute-like figures. These individuals and networks have gathered with specific objectives to break human dignity and willpower through technological pressure.

امروز با شما درین مطلب کوتاه درباره موضوعی می نویسم که فراتر از یک دردسر شخصی است. و یکی از خطرناک‌ترین و کثیف‌ترین ابعاد سوءاستفاده از فناوری‌های مدرن را افشا می سازد که ریشه‌ها و ابعاد نگران‌کننده‌ای برای آینده سیاسی، حقوق بشر و امنیت شهروندان دارد.

من «احمد فهیم مل» هستم آنچه امروز روایت می‌کنم، داستانی از سوءاستفاده قدرت، فناوری‌های پیشرفته و سکوت نهادهای مسئول است؛ تا ابعاد پنهان یک کمپین سازمان‌یافته از آزار و اذیت و نظارت غیرقانونی علیه یک شهروند خصوصی را به اشتراک بگذارم.

موضوعی که نه تنها نقض آشکار حقوق بشر و حریم خصوصی است، بلکه یک پروژه سازمان‌یافته برای ترور شخصیتی، ایجاد فضای مسموم روانی و وادار کردن افراد به کارهای غیرمعمول و غیراخلاقی است.

1- آنچه من قربانی آن شده‌ام، یک کمپین پیچیده و طولانی‌مدت از نظارت مداوم و شکنجه روانی است. که از راه دور  با استفاده از سیستم‌های پیشرفته اطلاعاتی و تکنولوژیکی کنترل می شود به ساختارهای اطلاعاتی ایالات متحده امریکا وابسته‌اند.

عملکرد این سیستم تکنولوژیکی پیشرفته و ناشناخته به گونه‌ای است که بدون نیاز به هیچ‌گونه تلفن همراه، ابزار جانبی یا واسطه فیزیکی، و تنها با تکیه بر فناوری‌های نوین نظارت عصبی و ارتعاشی، محتویات صوتی و ویدیویی را به صورت مستقیم به درون ذهن و سیستم ادراکی منتقل می‌کند. این فناوری قادر است به شکل دوطرفه و بی‌سیم، به صورت صدا و تصویر با ذهن انسان ارتباط برقرار کرده و افکار، صداها و تصاویر ساختگی را در فضای ذهنی فرد بازسازی کند؛ ابزاری مخرب که هدف آن ایجاد یک فضای مسموم روانی، فرسایش اراده و وادار کردن انسان به تحمل انواع شکنجه‌های روحی است که من هم‌اکنون از آن رنج می‌برم.

بر اساس مستندات و ارتباطاتی که شخصن تجربه و دریافت کرده‌ام، هدایت‌کنندگان اصلی این سیستم که با تبانی ادارات اسخباراتی امریکا آنر به پیش می برند مشخص هستند. مقامات سابق افغانستان از جمله:

حامد کرزی اشرف غنی و مرتبطین آن‌ها، که با استفاده از شبکه‌های اطلاعاتی و حرفه‌ای خود، این بازی کثیف را مدیریت می‌کنند.

عاملان این پروژه از فناوری‌های پیشرفته‌ای برای دستکاری ذهنی، ایجاد فضایی کاملاً مسموم، و اعمال فشارهای روانی شدید استفاده می‌کنند.

هدف نهایی این سیستم‌های مخرب این است که با فرسایش روحی و فضاسازی‌های ساختگی، ذهنیت فرد را هدف قرار داده و او را به نقطه‌ای برسانند که در برابر خواسته‌های نامشروع و غیر اخلاقی آن‌ها تسلیم شود. این روش‌ها، ابزاری کثیف برای دور زدن تمام اصول انسانی و قانونی است.

عملکرد این فناوری پیشرفته تنها به آزار افراد محدود نمی‌شود، بلکه ابزاری قدرتمند برای خوانش، کنترل و دستکاری افکار شخصیت‌های کلیدی سیاسی افغانستان، اعم از رهبران طالبان و چهره‌های شاخص جبهه مخالف، است. طراحان این سیستم از طریق ارتباط مستقیم ذهنی و شبکه‌های اطلاعاتی پنهان، بستری را فراهم کرده‌اند که به واسطه آن، افرادی چون اشرف غنی و حامد کرزی می‌توانند فراتر از کانال‌های دیپلماتیک سنتی، به طور مداوم با بدنه و رهبران طالبان در تماس بوده و معادلات سیاسی پشت پرده را مدیریت کنند.

بخش تکان‌دهنده این سناریوی سیاه این است که پس از ایجاد این فضای مسموم ذهنی و روانی، سیستم‌های پشت پرده تلاش می‌کنند مرا وادار به انجام کارهای غیر اخلاقی و ناخواسته با مجموعه‌ای از شخصیت‌های روسپی مانند و منفور، چندش‌آور و دست‌چین‌شده کنند. این افراد و شبکه‌ها با اهداف مشخصی دور هم جمع شده‌اند تا با اعمال فشار تکنولوژیک، عزت نفس و اراده انسان را بشکنند.
